New Mexico has a stormy gambling history. When the IGRA was passed by the House in 1989, it seemed like New Mexico would be one of the states to get on the Amerindian casino craze. Politics assured that wouldn’t be the situation.
The New Mexico governor Bruce King announced a panel in 1990 to create an accord with New Mexico Native bands. When the task force came to an agreement with two prominent local bands a year later, the Governor declined to sign the agreement. He held up a deal until 1994.
When a new governor took office in 1995, it appeared that Indian gambling in New Mexico was now a certainty. But when Governor Gary Johnson signed the contract with the Native bands, anti-wagering groups were able to tie the accord up in courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing a deal, thereby denying the government of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.
It required the Compact Negotiation Act, passed by the New Mexico legislature, to get the ball rolling on a full contract amongst the Government of New Mexico and its Native tribes. A decade had been burned for gambling in New Mexico, including Indian casino Bingo.
The nonprofit Bingo business has gotten bigger since Nineteen Ninety-Nine. In that year, New Mexico charity game operators acquired just $3,048 in revenues. This number grew to $725,150 in 2000, and passed a million dollars in 2001. Nonprofit Bingo earnings have grown constantly since then. Two Thousand and Five saw the biggest year, with $1,233,289 grossed by the providers.
Bingo is categorically popular in New Mexico. All types of operators look for a piece of the pie. Hopefully, the politicians are done batting around gaming as a hot button matter like they did in the 1990’s. That is probably wishful thinking.
